Dear Governor Wilson:

On behalf of the California Continuation Education Association (CCEA) and (enter the name of your school or district), I am writing to urge your signature on AB 792 (Havice). AB 792 is co-sponsored by the CCEA and Association of California School Administrators (ACSA).

AB 792 provides a comprehensive approach for equalization of funding among continuation high schools. There are approximately 500 continuation high schools in California. They are the state's primary drop-out prevention program, generally operating with reduced class sizes to address the individual needs of students who have not been successful in the comprehensive high school.

Huge funding disparities exist today among school districts. Some districts receive no separate, additional funding to operate a continuation high school, while others receive revenue limit add-ons in amounts exceeding $30,000 per ADA served in a continuation high school.

Disparities also exist under current law because the revenue limit add-on a district receives is calculated only once, in the first year of the school's operation. The law does not call for any annual adjustment of the add-on to reflect increases or decreases in the number of students or staffing at the school. These disparities reflect a funding formula which is deeply flawed in several ways.

The purpose AB 792 is to change the continuation high school funding formula to make it both more rational and more equitable. I strongly urge you to sign AB 792. Please contact me at (enter your phone number) if I can provide additional information on this important matter.
