California Continuation Education Association


The California Continuation Education Association (CCEA) is sponsoring legislation this session to both provide a minimum level of funding for continuation high schools and link increased funding to meeting certain standards of quality.  Assembly Member Jackie Goldberg (D-Los Angeles) has agreed to carry the bill for the Association and Los Angeles Unified School District will be co-sponsoring the legislation.

We are urging all members of CCEA to contact their local legislators urging them to become co-authors of the bill. 

Specifically the legislation is attempting to provide a minimum level of funding for those school districts which are currently receiving less than $1,500 in continuation high school funding per continuation high school ADA.  In exchange for this additional funding, school districts must certify that they will implement a quality continuation high school program.  At a minimum, this must include:

  • Class sizes no greater than 20 to 1
  • Offering students a minimum of six hours per day of classroom instruction
  • Maintaining a student to counselor ratio no larger than 300 to 1
  • School participation in the alternative accountability system
  • Incorporating a variety of instructional practices to present curriculum relevant to students’ needs and competencies

The next step in the legislative process is for the bill to be formally introduced in mid-February.  At that time, the measure will receive a bill number.
 

What can you do?

Contact your legislators.  Please fax letters and make phone calls to:
First priority: Your local legislators and identify yourself as a constituent.  Ask your legislator to co-author Assembly Member Goldberg’s bill.  Explain the importance of increased continuation funding, particularly at your school, and how your school would benefit from this legislation.  Please see below for details.
Second priority: Contact Assembly Member Goldberg or Chief of Staff, Wendy Notsinneh, and thank them for carrying the CCEA bill.  They may be reached at 916/319-2045.
 
What you should emphasize in your phone call or letter?

Identify who you are and your role within your continuation high school.

Clearly express how this grant funding for continuation high schools would benefit your program.

Ask your legislator to co-author CCEA’s bill, which is being authored by Assembly Member Jackie Goldberg.
