Governor's Block Grant Proposal
The Governor's categorical block grant proposal is now in print. The bill
number is AB 1266 (Committee on Budget) and will be heard in the Assembly
Education Committee on Wednesday, April 30, 2003.
As you may recall, the Governor proposes to block grant 64 categorical
education programs into a "$5.1 billion block grant for the general
purposes of professional development, instructional materials and
technology, specialized and targeted instructional programs, school safety
and student services." This Block Grant includes Adult Ed, Voc Ed,
ROCPs, partnership academies and other key categorical programs and would
REPEAL all state law concerning those programs.

The bill is scheduled for hearing before the Assembly Education
Committee on April 30, legislators need to receive letters no later than
next Monday, April 28 if you are concerned about this bill or any part of
it.
